Rhode Island Emissions and Safety Testing

Supporting decentralized safety and emission testing through 345 inspection stations.

Since 2007, Opus has managed the Rhode Island Emissions and Safety Testing Program through a network of privately owned automotive service facilities throughout the state. In 2018, Rhode Island awarded the current contract to Opus with potential extensions through 2033.

The decentralized network of 345 inspection stations performs approximately 380,000 tests annually, including a complete safety inspection and on-board diagnostic (OBD) emissions test.

Opus provides and maintains the emissions testing equipment throughout the network, along with inspector training and recertification. Opus also provides a cloud-based data management system with a state-of-the-art communications network and call center support for inspection stations, repair technicians, and the motoring public.
